Cheat Room (PC and Xbox):

Cheat Room works well on both PC and Xbox. There are other mods that offer repseccing capabilities, but both of these are extremely highly rated, and come with a massive variety of uses. Once they are installed, they both work essentially the same way: through the holoplayer built into the Pip-Boy.

PlayStation has always lagged behind Xbox and PC when it comes toFallout 4mods, and whatever the reason, it seems to have an effect on exactly what modders can do. There is no way to take away perks and S.P.E.C.I.A.L. points and reassign them on PlayStation. However, there are ways to simply add every perk. This does mean that if you were hoping to disengage a perk, you are out of luck on PlayStation.
